Indian Certificate Attestation for UAE

What Is Indian Certificate Attestation?

Indian certificate attestation is the legalization process that makes a document issued in India — such as a degree, birth certificate, or marriage certificate — legally valid in the UAE. The document is verified by the relevant Indian state authority (HRD for educational certificates, Home Department or SDM for personal documents), then by India’s Ministry of External Affairs (MEA), and finally by the UAE Embassy in India and the UAE Ministry of Foreign Affairs (MOFA).

You need it for a UAE employment visa, a family visa to sponsor your spouse or children, school or university admission, MOHRE work permits, and professional licensing. We manage the full Indian certificate attestation process from our Dubai office — you don’t need to travel to India.

How Does Indian Certificate Attestation Work? Step-by-Step

India is a member of the Hague Apostille Convention but the UAE is not, so an Indian apostille alone is not accepted in the UAE. Indian documents instead go through a full attestation chain:

  1. Notary attestation — a notary public in India verifies the document (usually the first step for all certificate types).
  2. State-level authentication — HRD attestation by the State Education Department for educational certificates; Home Department or SDM (Sub-Divisional Magistrate) attestation for personal documents such as birth and marriage certificates; Chamber of Commerce for commercial documents. Kerala applicants often complete this step through NORKA.
  3. MEA attestation — the Ministry of External Affairs, New Delhi verifies the state authority’s seal and signature. MEA will not attest a document without the state-level step.
  4. UAE Embassy attestation in India — the UAE Embassy in New Delhi or the UAE Consulate in Mumbai (by jurisdiction) legalizes the MEA-attested document.
  5. UAE MOFA attestation — the final step that makes the document valid for use with UAE government departments, employers and schools.

2026 update: for Indian documents, UAE Embassy attestation and UAE MOFA attestation are now processed digitally together in India, producing a single e-attestation that can be verified online by QR code. In most cases this removes the separate MOFA visit in the UAE — we’ll confirm the exact route for your document before we start.

Indian Degree Certificate Attestation for UAE

Indian degree certificate attestation is the most requested service on this page because a UAE employment visa in skilled categories requires an attested degree. The chain is: notary → State HRD attestation (for the state where your university is located) → MEA attestation → UAE Embassy/MOFA attestation.

  • Degrees from a university outside your home state must go through HRD in the university’s state, not the state you live in.
  • Some states ask for a university verification letter, mark sheets or a provisional certificate at the HRD stage — missing these is the most common cause of delay.
  • If you plan to work in a regulated profession (teaching, engineering, healthcare), you may also need academic equivalency from the UAE Ministry of Higher Education after attestation.

Indian Birth and Marriage Certificate Attestation for UAE Family Visa

To sponsor your spouse or children on a UAE family visa, you’ll typically need an attested Indian marriage certificate (to sponsor a spouse) and an attested Indian birth certificate (to sponsor a child). Both follow the personal-document route: notary → Home Department or SDM → MEA → UAE Embassy/MOFA.

  • Make sure names match your passport exactly — spelling differences between the certificate and passport are a frequent reason for rejection.
  • Birth certificates issued in a regional language may need a certified English or Arabic translation. See legal translation services in the UAE.
  • For visa-specific requirements, see our family visa attestation page.

No. India is a Hague Apostille Convention member but the UAE is not, so an MEA apostille is not accepted on its own in the UAE. Indian documents need MEA attestation followed by UAE Embassy and UAE MOFA attestation.

Your degree is notarized, attested by the HRD department of the state where your university is located, then attested by MEA, and finally by the UAE Embassy in India and UAE MOFA. We handle all four stages from Dubai.

Usually 2 to 4 weeks in total. The state HRD or Home Department step varies most by state; MEA and the combined UAE Embassy/MOFA digital attestation typically take a few working days each.

Yes. You can submit your original documents to us in Dubai and we coordinate the India-side steps (notary, HRD or Home Department, MEA and UAE Embassy) on your behalf, then return the attested document to you.

HRD attestation is done by the State Education Department for educational certificates; SDM or Home Department attestation is the state-level step for personal documents like birth and marriage certificates; MEA attestation is the national-level step by India’s Ministry of External Affairs that comes after either of them.

Yes — MOFA attestation is required for the document to be valid in the UAE. For most Indian documents it is now completed digitally together with UAE Embassy attestation in India, rather than as a separate step after arrival.

NORKA Roots is an authorized channel for the state-level attestation of Kerala-issued certificates before MEA attestation. It is one route for Kerala applicants rather than an extra step on top of HRD or Home Department attestation.
