Saudi Arabia Certificate Attestation for UAE
What Is Saudi Certificate Attestation?
Saudi certificate attestation is the legalization process that makes a document issued in the Kingdom of Saudi Arabia (KSA) legally valid in the UAE. The document is first attested by the Saudi Ministry of Foreign Affairs (Saudi MOFA), then by the UAE Embassy in Riyadh, and finally by the UAE Ministry of Foreign Affairs (UAE MOFA) — the last two are now combined into one digital attestation.
You’ll need attested Saudi documents for a UAE employment visa, family visa, school or university admission, and company setup in the UAE. We also handle the reverse — Saudi Embassy and Saudi Cultural Attaché attestation of UAE and other documents for use in Saudi Arabia.
Saudi documents we attest for UAE:
- Educational certificates — degrees, diplomas, school certificates and transcripts
- Personal documents — birth, marriage and divorce certificates, police clearance and experience letters
- Commercial documents — commercial registration (CR), articles of association, board resolutions and powers of attorney
How to Attest Saudi Documents for Use in the UAE: Step-by-Step
- Issuing authority / notary verification — the document is certified by the authority that issued it (for example the university or the relevant Saudi ministry) or by a Saudi notary.
- Saudi MOFA attestation — the Saudi Ministry of Foreign Affairs authenticates the document. The UAE Embassy will not accept a KSA-issued document without it.
- UAE Embassy Riyadh + UAE MOFA digital attestation — the UAE Embassy in Riyadh and the UAE Consulate General in Jeddah both offer digital attestation for Saudi-issued documents. One digital application covers both the UAE Embassy and UAE MOFA attestation, so no separate MOFA visit is needed in the UAE.
The digital attestation service is applied for through the UAE MOFA website or app using UAE Pass, and a MOFA-approved service provider collects the original document. Most requests are completed within 2–3 business days after Saudi MOFA attestation. Commercial invoices and certificates of origin are an exception — they are attested through MOFA’s eDAS system instead.
What Is Saudi MOFA Attestation?
Saudi MOFA attestation is the authentication of a Saudi-issued document by the Saudi Ministry of Foreign Affairs. The UAE missions in Saudi Arabia require it first: a document must be attested by Saudi MOFA before the UAE Embassy in Riyadh or the UAE Consulate General in Jeddah can attest it digitally.
- Laminated documents cannot be attested.
- Legal documents such as powers of attorney must be signed before a local notary or legal authority in Saudi Arabia and then attested by Saudi MOFA.
- The digital attestation is certified by both the UAE mission and UAE MOFA, and the original physical document is still required for the process.
- The attested document can be checked with its attestation reference number and issue date.
- Documents that were not issued in Saudi Arabia must be attested by the UAE embassy or consulate in their country of issuance, not by these missions.

Saudi Degree Certificate Attestation for UAE
Saudi degree attestation for UAE is needed for most skilled work visas and for academic equivalency with the UAE Ministry of Higher Education. The degree is verified by the issuing Saudi university and Ministry of Education, attested by Saudi MOFA, then goes through UAE Embassy Riyadh / UAE MOFA digital attestation. Keep the original degree and transcripts together — equivalency applications often ask for both.
Saudi Arabia Is an Apostille Country — Does the UAE Accept a Saudi Apostille?
Saudi Arabia joined the Hague Apostille Convention in December 2022, but the UAE is not a member. That means:
- Saudi documents going to the UAE still need Saudi MOFA attestation plus UAE Embassy / UAE MOFA attestation — a Saudi apostille alone is not accepted in the UAE.
- Documents from other Hague countries going to Saudi Arabia (for example the UK or India) can usually be apostilled instead of embassy-attested.
- UAE-issued documents going to Saudi Arabia cannot be apostilled, because the UAE does not issue apostilles — they still need UAE MOFA and Saudi Embassy attestation.
More on this in our guide to apostille vs. UAE attestation.
Saudi Embassy and Saudi Cultural Attaché Attestation in the UAE
If you’re moving from the UAE to Saudi Arabia, your UAE-issued documents need Saudi Embassy attestation before Saudi authorities will accept them. The typical route is: issuing authority or notary → UAE MOFA attestation → Saudi Embassy in Abu Dhabi or Saudi Consulate in Dubai (by document type). Educational certificates may also require verification by the Saudi Cultural Attaché (Saudi Cultural Mission) before the embassy step.

Frequently Asked Questions
What is Saudi certificate attestation for UAE?
Saudi certificate attestation is the process of legalizing a document issued in Saudi Arabia so it is valid in the UAE. It involves issuing-authority or notary verification, Saudi MOFA attestation, and UAE Embassy Riyadh plus UAE MOFA attestation, which are now completed as one digital attestation.
Does the UAE accept a Saudi apostille?
No. Saudi Arabia joined the Hague Apostille Convention in 2022, but the UAE is not a member, so a Saudi apostille is not accepted on its own. Saudi documents still need Saudi MOFA attestation and UAE Embassy / UAE MOFA attestation.
How long does Saudi certificate attestation for UAE take?
Once Saudi MOFA attestation is done, the UAE Embassy Riyadh digital attestation (which also covers UAE MOFA) is usually completed within 2 to 3 business days. Total time depends on how long the Saudi-side verification takes.
Do I need UAE MOFA attestation separately for Saudi documents?
Usually not. The UAE Embassy in Riyadh digital attestation service covers both the embassy and UAE MOFA attestation in a single application.
How do I attest UAE documents for use in Saudi Arabia?
UAE documents are verified by the issuing authority or a notary, attested by UAE MOFA, and then attested by the Saudi Embassy in Abu Dhabi or the Saudi Consulate in Dubai. Educational certificates may also need Saudi Cultural Attaché verification.
What is Saudi Cultural Attaché attestation?
It is verification of educational certificates by the Saudi Cultural Mission, required for some academic documents before Saudi Embassy attestation when you plan to work or study in Saudi Arabia.
Which Saudi documents can be attested for the UAE?
Educational certificates (degrees, diplomas, transcripts), personal documents (birth, marriage and divorce certificates, police clearance) and commercial documents such as commercial registration, articles of association and powers of attorney.
What is Saudi MOFA attestation?
It is the authentication of a Saudi-issued document by the Saudi Ministry of Foreign Affairs. For UAE use it comes first: the UAE Embassy in Riyadh or the UAE Consulate General in Jeddah can only attest the document digitally once Saudi MOFA has attested it.
Can I attest Saudi documents through the UAE Consulate in Jeddah?
Yes. Like the UAE Embassy in Riyadh, the UAE Consulate General in Jeddah provides digital attestation for Saudi-issued documents after Saudi MOFA attestation. The result is certified by both the consulate and UAE MOFA, and the original physical document is still required.
Need Saudi Documents Attested — or UAE Documents for Saudi?
Whether your document is going from Saudi Arabia to the UAE or the other way, we handle the full chain — Saudi MOFA, UAE Embassy / MOFA digital attestation, or Saudi Embassy and Cultural Attaché — so it is accepted the first time.
