Saudi Degree Certificate Attestation in the UAE
What Is Saudi Degree Attestation in the UAE?
Saudi degree attestation in the UAE is the process that makes a UAE-held degree or diploma accepted in Saudi Arabia. In the usual chain the degree is verified by the issuing university or the competent UAE authority, attested by UAE MOFA, and then legalized by the Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai. Some Saudi employers and universities also ask for Saudi culture attestation.
Attest Dubai manages the whole chain and tells you before we start whether your degree needs the extra step. Pickup and delivery are free anywhere in the UAE. For other Saudi documents, see our Saudi Embassy and Consulate attestation page.
How Do You Attest a UAE Degree for Saudi Arabia?
- Confirm what the Saudi side needs. Ask the Saudi employer, university or authority which attestation chain they accept, and whether they require Saudi culture attestation.
- Certification of the degree. The issuing university or the competent UAE authority confirms the degree is genuine, where applicable to your institution.
- Legal translation, if needed. UAE MOFA accepts originals in Arabic or English, or with a legally certified translation. The Saudi side may ask for Arabic.
- UAE MOFA attestation. MOFA certifies the signatures and seals. Applications are made with UAE Pass, and MOFA decides between its digital and courier routes based on the issuing authority and document type.
- Saudi Embassy or Consulate legalization. The Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai adds the final legalization, depending on which mission accepts your document.
- Saudi culture attestation, where required. Verification of the certificate by the Saudi Cultural Mission, if the Saudi side asks for it.
MOFA’s application asks you to name the destination country, and that choice cannot be changed after submission, so we check it with you before we apply.
What Is Saudi Culture Attestation, and Do You Need It?
Saudi culture attestation is the verification of an educational certificate by the Saudi Cultural Mission, also called the Cultural Attaché office. It is separate from embassy or consulate legalization and applies to education documents only. Whether you need it is decided by the Saudi employer, university or authority that will receive your degree, not by the UAE.
As an example of how one Saudi mission handles it, the Saudi MOFA page for the Embassy in New Delhi says its Cultural Attaché Office attests original, final degrees and diplomas only, and not mark sheets or provisional certificates. Rules differ between missions and change over time, so we confirm the current requirement for your degree before we submit anything. Our guide to Saudi culture attestation explains it in more detail.
Which Education Documents Can We Attest for Saudi Arabia?
- Degree certificates: bachelor’s, master’s and doctoral degrees.
- Diplomas and higher diplomas.
- Academic transcripts and mark sheets. Some Saudi offices accept only final certificates, so check first.

What About a Degree Issued Outside the UAE?
If your degree was issued in another country, the chain depends on that country. The HCCH status table lists Saudi Arabia as a party to the Apostille Convention, in force from 7 December 2022. Where the issuing country is also a party, such as India, the UK or the US, the degree can generally be apostilled there for Saudi use, instead of being legalized by the Saudi embassy. If the issuing country is not a party, the home-country chain and a Saudi mission legalization apply.
The UAE does not appear on the HCCH table, so a degree issued by a UAE university cannot be apostilled for Saudi use. Send us the degree and we will map the chain. See also our apostille services and the general degree certificate attestation page for UAE use.
Documents Required for Saudi Degree Attestation
- The original degree certificate. Do not laminate it: laminated documents cannot be attested.
- Academic transcripts, if they are to be attested too.
- A copy of the passport and Emirates ID.
- An Arabic or English version. Otherwise a legal translation is needed (see legal translation in the UAE).
- The name of the Saudi employer, university or authority receiving the degree, and any instruction they have given you.
Why Do Saudi Degree Attestations Get Rejected?
- Wrong destination country chosen in the MOFA application, which cannot be changed after submission.
- Details entered in the form that do not match the degree.
- A laminated document.
- A provisional certificate or mark sheet where the Saudi side wants a final, original degree.
- Skipping UAE MOFA, or a step the Saudi side requires, such as legal translation or cultural verification.
- Assuming an apostille will do the job for a UAE-issued degree.
A rejected MOFA application cannot be reopened. You have to correct the problem and apply again, which is why we check every detail before we submit.
How Long Does Saudi Degree Attestation Take?
Only the UAE MOFA step has an official published time. According to MOFA, digital attestation of eligible UAE-issued documents is completed within 2 hours during official working hours, and attestation through an approved courier provider takes 1 to 3 business days inside the UAE. The Saudi mission step, cultural verification, translation and the university check vary by case and workload, so we do not promise a fixed number of days for the whole chain.

Saudi Degree Going the Other Way: Saudi to UAE
A degree issued in Saudi Arabia for use in the UAE follows the reverse route: the Saudi university or authority, Saudi MOFA, and then digital attestation through the UAE Embassy in Riyadh or the UAE Consulate General in Jeddah, which also covers UAE MOFA. See Saudi certificate attestation for the UAE and our step-by-step guide to attesting Saudi documents for UAE use.

Frequently Asked Questions
How do I attest my degree for Saudi Arabia from the UAE?
In the usual chain the degree is verified by the issuing university or the competent UAE authority, attested by UAE MOFA, and then legalized by the Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai. Some Saudi employers also ask for Saudi culture attestation. We confirm the chain for your degree before we start.
What is Saudi culture attestation?
It is the verification of an educational certificate by the Saudi Cultural Mission, also called the Cultural Attaché office. It is separate from embassy legalization and is asked for by some Saudi employers and universities.
Is Saudi culture attestation compulsory for a Saudi job?
Not for everyone. The Saudi employer or authority decides. Ask them in writing which attestation chain they accept, and send us their answer.
Do I need UAE MOFA attestation before the Saudi Embassy?
In the usual chain, yes: UAE MOFA attests first and the Saudi mission legalizes afterwards. The Saudi authorities set their own requirements, so confirm the chain for your degree before you apply.
Can a UAE degree be apostilled for Saudi Arabia?
No. Saudi Arabia is a party to the Apostille Convention, but the UAE does not appear on the HCCH status table, so a UAE-issued degree follows the MOFA and Saudi mission route.
Do I have to visit the Saudi Embassy or Consulate myself?
No. Attest Dubai submits and collects your documents, with free pickup and delivery anywhere in the UAE.
Can you attest a degree that was issued in another country for Saudi use?
Yes. The chain depends on the issuing country. Where it is a party to the Apostille Convention the degree can generally be apostilled there for Saudi use. Otherwise the home-country chain and a Saudi mission legalization apply. Send us the degree and we will confirm the route.
Do you need the original degree?
Yes. Use the original, unlaminated certificate. Laminated documents cannot be attested, and MOFA’s courier route needs the physical document.
How long does Saudi degree attestation take?
Only the UAE MOFA step has an official time: digital attestation within 2 hours in official working hours, or 1 to 3 business days by courier inside the UAE. The Saudi steps vary, so we give an estimate once we have seen your degree.
Is Saudi degree attestation a one-time process?
Generally yes. Once a degree has completed the full chain, it does not need to be repeated for that document. A receiving authority can still ask for a recently issued document, so check what the Saudi side expects.
What does Saudi degree attestation cost?
The cost depends on the number of documents, the route and the services needed, so we quote after seeing your degree. Contact us on WhatsApp for a free quote.
