Saudi culture attestation is an extra verification of an educational certificate, such as a degree or diploma, by the Saudi Cultural Mission (also called the Cultural Attaché office). It is not part of every Saudi attestation. Whether you need it is decided by the Saudi employer, university or authority that will receive the certificate.
This guide explains what the step is, who is usually asked for it, and how it fits with UAE MOFA and Saudi Embassy attestation. If you already know you need your degree attested for Saudi Arabia, see our Saudi degree certificate attestation service.
What Does Saudi Culture Attestation Mean?
In the UAE, people use “Saudi culture attestation” for the verification of an educational certificate by the Saudi Cultural Mission, the education office that Saudi Arabia keeps in other countries. Some call it the Cultural Attaché attestation. It is separate from the legalization done by an embassy or consulate, which confirms the signatures and seals on a document.
The two checks answer different questions. Embassy or consulate legalization tells Saudi Arabia that the document was properly attested in the country where it was issued. The cultural verification is about the education itself, and it is applied only to education documents.
Who Is Asked for Saudi Culture Attestation?
The Saudi side decides, not the UAE. The cases we see most often are graduates taking a job in Saudi Arabia and students applying to a Saudi university. As an example of the Saudi rules, the Saudi MOFA page for the Embassy in New Delhi asks for an employment contract letter or a Saudi university admission before its Cultural Attaché Office will attest a degree. Other Saudi authorities may ask for it too.
A simple rule works well: ask the Saudi employer or university in writing which attestation chain they want for your certificate, and whether they require the cultural verification. Their answer settles it. Please do not rely on a friend’s experience, because requirements differ by employer, by authority and over time.
Which Documents Does It Apply To?
It applies to educational certificates: bachelor’s, master’s and doctoral degrees and diplomas. It does not apply to birth, marriage or police clearance certificates, or to company documents, which follow the Saudi Embassy and Consulate attestation chain only.
Each mission sets its own list of accepted documents. The Saudi MOFA page for the New Delhi embassy, for example, says its Cultural Attaché Office attests original, final degrees and diplomas only, and not mark sheets or provisional certificates. Treat that as one example, not a universal rule, and check what applies to your certificate before you submit.
How Does It Fit With UAE MOFA and Saudi Embassy Attestation?
| Stage | Who does it | Always needed? |
|---|---|---|
| Certification of the degree | Issuing university or the competent UAE authority | Yes, where applicable |
| UAE MOFA attestation | UAE Ministry of Foreign Affairs | Yes, in the usual chain |
| Embassy or consulate legalization | Saudi Embassy in Abu Dhabi or Saudi Consulate General in Dubai | Usually |
| Cultural verification | Saudi Cultural Mission | Only if the Saudi side requires it |
The order of the last two stages is set by the Saudi authorities. In the New Delhi example the degree is attested in the home country first, then by the Cultural Attaché Office, and then passed to the embassy’s consular section. Because the order and the office can differ, we confirm the sequence for your degree before we start. The full UAE-side process is explained in our guide to Saudi embassy and consulate attestation in the UAE.
Can Saudi Culture Attestation Be Done in the UAE?
That depends on the current Saudi rules for your certificate, and the Saudi authorities can change them. We do not publish a fixed office or procedure here for that reason. When you send us your degree and tell us who it is for, we confirm directly with the Saudi side whether the cultural verification is needed, where it is done and in what order, and we tell you before anything is submitted.
You do not need to travel to the Saudi Embassy in Abu Dhabi or the Consulate in Dubai yourself. Pickup and delivery of your documents is free anywhere in the UAE.
Common Mistakes With Saudi Degree Attestation
- Assuming culture attestation is always required. It is asked for by some Saudi employers and authorities, not all.
- Using a provisional certificate or mark sheet where the Saudi side wants a final, original degree.
- Starting with the Saudi side before UAE MOFA in the usual chain, then being sent back.
- Expecting it for non-education documents. Birth, marriage and police certificates follow the embassy chain only.
- Assuming an apostille will do the job. The UAE does not appear on the HCCH status table, so a UAE-issued degree cannot be apostilled for Saudi use.
Frequently Asked Questions
What is Saudi culture attestation?
It is the verification of an educational certificate, such as a degree or diploma, by the Saudi Cultural Mission, which is also called the Cultural Attaché office. Some Saudi employers and authorities ask for it in addition to embassy or consulate legalization.
Is Saudi culture attestation compulsory?
Not for every document and not for every person. The Saudi employer, university or authority receiving the certificate decides whether it is required. Ask them in writing which attestation chain they accept.
Is Saudi culture attestation the same as Saudi embassy attestation?
No. Embassy or consulate attestation legalizes the signatures and seals on a document after it has been attested in the country of issue. The cultural verification applies only to education documents and is a separate check.
Do I need UAE MOFA attestation before Saudi culture attestation?
In the usual chain, UAE MOFA attests a UAE-issued degree before it goes to a Saudi mission. The exact order of the Saudi steps is set by the Saudi authorities, so confirm it for your degree before you start.
Which documents can go through Saudi culture attestation?
Educational certificates: degrees and diplomas. Some missions accept only original, final certificates and not mark sheets or provisional certificates. Birth, marriage, police clearance and company documents are not education documents and do not go through this step.
