MOFA attestation is the UAE Ministry of Foreign Affairs confirming that the signatures and seals on a document are genuine. Employers, universities, free zones, courts and foreign embassies often ask for it before they accept a certificate. This guide explains how to get MOFA attestation in Dubai, what each route involves, how long MOFA says it takes, and where an agent can help. For the service itself, see our MOFA attestation in Dubai page.
How to Get MOFA Attestation in Dubai for UAE-Issued Documents
MOFA runs this service online, and you do not need to visit an office to apply. According to MOFA, the steps are:
- Sign in with UAE PASS on the MOFA website or the UAE MOFA app.
- Select Attestation Services in the UAE and confirm the document was issued in the UAE.
- Choose the issuing authority and document type. MOFA then assigns the attestation route automatically. You cannot choose between digital and courier yourself.
- Complete the application and pay online. For digital attestation you also select the destination country and upload the original digital document.
- Receive the result. Digitally attested documents arrive by email or in My Requests on the MOFA website. For courier-based attestation you choose an approved courier provider and a collection and delivery time.
Digital Attestation vs Courier-Based Attestation
Digital attestation is for eligible UAE-issued digital documents that include a verification feature such as a QR code, barcode or reference number. You upload the original digital PDF. Scans and photographs are not accepted.
Courier-based attestation is for documents that do not qualify for the digital route. You need the original document in Arabic or English, or with a legally certified translation, and it must not be laminated. Where applicable, the document must already be certified or attested by the relevant authorities.
MOFA allows up to five documents per application, but they must all use the same attestation method, so digital and courier documents need separate applications.
Documents Issued Abroad: A Longer Chain
If your certificate was issued outside the UAE, MOFA attestation comes last. The document is normally verified and attested in the issuing country, legalized by the UAE Embassy or Consulate there, and then attested by MOFA in the UAE. The UAE is not a member of the Hague Apostille Convention, so an apostille on its own is not enough. See What Is Certificate Attestation? for the full sequence, and our guide to attesting a degree certificate for a worked example.
How Long Does MOFA Attestation Take?
MOFA publishes these processing times for its own step:
- Digital attestation of UAE-issued documents: within 2 hours during official working hours
- Courier-based attestation inside the UAE: 1 to 3 business days
- Courier-based attestation for documents from outside the UAE: up to 7 business days
Earlier steps, such as home-country attestation or UAE Embassy legalization, add their own time. If you are working to a deadline, read our guide to urgent attestation in Dubai.
MOFA Office in Dubai: Do You Need to Go?
For most applications, no. MOFA states that the service is available 24 hours a day, 7 days a week through its website and app. MOFA customer service can be reached on the toll-free number 80044444, and the official MOFA website is the place to confirm any current service-centre details. If you prefer not to handle it yourself, we collect documents free of charge from all areas of Dubai and apply on your behalf. See attestation near me in Dubai.
Why MOFA Applications Get Rejected
MOFA rejects incomplete or incorrect applications automatically and does not allow an application to be edited or reopened after submission. You would need to submit a new application. Common reasons include:
- Information that does not match the uploaded document
- The wrong issuing authority or document type selected
- A document that is not original, or has been altered
- A document that does not meet the attestation requirements
- An eligible digital document submitted through the courier route
MOFA vs MEA: Are They the Same?
No. MOFA here means the UAE Ministry of Foreign Affairs. The Ministry of External Affairs (MEA) is the Indian foreign ministry. A document issued in India is attested by the MEA in India before it goes to the UAE Embassy and then UAE MOFA. See our India certificate attestation page for that route.
Should You Use a MOFA Attestation Agent?
You can apply yourself, but mistakes cannot be corrected after submission. An agent is most useful when your document also needs earlier steps or embassy legalization. When choosing one, look for an agent that:
- Tells you exactly which steps your document needs, and in what order
- Gives you a written quote before you commit
- Explains which costs are government fees and which are service fees
- Collects, tracks and delivers your documents
- Does not offer to skip a step
