Saudi Embassy & Consulate Attestation in the UAE

What Is Saudi Embassy Attestation in the UAE?

Saudi Embassy and Consulate attestation in the UAE is the final legalization step that makes a UAE-issued document accepted in Saudi Arabia. In most cases the document is first certified by its issuing authority or a notary, then attested by UAE MOFA, and finally legalized by the Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai.

Attest Dubai manages the whole chain for educational, personal and commercial documents, with free pickup and delivery anywhere in the UAE. Need the opposite direction? See Saudi certificate attestation for the UAE for documents issued in Saudi Arabia.

Saudi Embassy in Abu Dhabi or Saudi Consulate in Dubai: Where Is Attestation Done?

Saudi Arabia is represented in the UAE by the Saudi Embassy in Abu Dhabi and the Saudi Consulate General in Dubai. The Saudi Ministry of Foreign Affairs lists the Dubai consulate in the Hamriyah area of Bur Dubai, on Al Seef Road, on its official mission page.

Which mission accepts a particular document, and in what form, is set by the Saudi authorities and can change. We therefore confirm the current requirement for your document before we submit anything. You do not have to choose between the two offices or visit either one yourself.

How to Attest UAE Documents for Saudi Arabia: Step by Step

  1. Confirm what the Saudi side needs. Ask the Saudi employer, university, ministry or court which documents it wants and whether an Arabic translation is required.
  2. Certification by the issuing authority or a notary. The document is verified by the body that issued it, or by the competent UAE authority for that document type.
  3. Legal translation, where needed. MOFA accepts original documents in Arabic or English, or with a legally certified translation. See our legal translation services.
  4. UAE MOFA attestation. MOFA certifies the signatures and seals on UAE-issued documents. The application is made with UAE Pass and names Saudi Arabia as the destination country.
  5. Saudi Embassy or Consulate legalization. After MOFA, the document goes to the Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai for the final stamp.
  6. Saudi education verification, where required. Some Saudi employers and authorities also ask for educational certificates to be verified by the Saudi Cultural Mission. We tell you if this applies to your case.
  7. Delivery. We return the attested document to you, with free delivery within the UAE.

According to MOFA, eligible UAE-issued digital documents are attested digitally within 2 hours during official working hours, and attestation through an approved courier provider takes 1 to 3 business days inside the UAE. MOFA also notes that when the destination country’s embassy or consulate in the UAE must attest as well, that step is completed separately after the ministry’s attestation.

Which Documents Can Be Attested for Saudi Arabia?

We attest UAE-issued documents in three groups:

Commercial invoices and certificates of origin follow a different route: MOFA processes them through its eDAS system instead of the standard document attestation service. Not sure which group your document falls into? Send us a photo and we will tell you the exact chain.

Apostille or Embassy Attestation for Saudi Arabia?

Saudi Arabia joined the Hague Apostille Convention, and it entered into force there on 7 December 2022, according to the HCCH status table. The UAE does not appear on that table, so it does not issue apostilles. In practice:

  • UAE-issued documents cannot be apostilled for Saudi use. They still need UAE MOFA attestation and Saudi Embassy or Consulate legalization.
  • Documents issued in another Apostille country (for example the UK, India or the US) can generally be apostilled in the issuing country for use in Saudi Arabia, instead of going through Saudi embassy legalization.

Documents Required for Saudi Embassy Attestation

  • The original document. For MOFA’s digital route this must be an original digital PDF with a QR code, barcode or reference number. For the courier route the document must not be laminated.
  • A clear passport copy, and your Emirates ID if you live in the UAE.
  • The Saudi authority or employer the document is for, so we can confirm which requirements apply.
  • A legal translation if the document is in a language other than Arabic or English, or if the Saudi side asks for Arabic.

Requirements differ by document type and by Saudi authority, so we confirm the exact list when you send us your document. Fees depend on the document, the number of documents, whether it is personal or commercial and the attestation route. Why Do Saudi Attestation Applications Get Rejected?

MOFA lists these as common causes of rejection at its own attestation step:

  • The details entered in the application do not match the document.
  • The wrong issuing authority or document type was selected.
  • The document is not an original, or has been altered.
  • The document is laminated or does not meet the attestation requirements.
  • The wrong destination country was chosen. It cannot be changed after submission, and a submitted application cannot be edited.

We check each of these points before anything is submitted, so you do not lose time and fees on a rejected application.
