A UAE-issued document that is going to Saudi Arabia normally passes through three stages: certification by the issuing authority or a notary, attestation by UAE MOFA, and legalization by the Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai. Documents issued in Saudi Arabia for use in the UAE follow the reverse route, through Saudi MOFA and then the UAE mission in Saudi Arabia.
This guide explains both routes, how the Saudi Embassy and Consulate fit in, what the official UAE timelines are and where applications usually go wrong. If you just need the service, see our Saudi Embassy and Consulate attestation page.
Which Direction Are You Attesting? The Quick Answer
| Your situation | Typical chain | Read |
|---|---|---|
| UAE-issued document for use in Saudi Arabia | Issuing authority or notary → UAE MOFA → Saudi Embassy (Abu Dhabi) or Consulate (Dubai) | This guide |
| Saudi-issued document for use in the UAE | Issuing authority or notary → Saudi MOFA → UAE Embassy in Riyadh or Consulate in Jeddah, with UAE MOFA (digital) | Saudi certificate attestation for the UAE |
| Document from a third country for use in Saudi Arabia | Apostille if the issuing country is a party to the Convention; otherwise the home-country chain and Saudi mission legalization | Embassy attestation |
Saudi Embassy in Abu Dhabi vs. Saudi Consulate in Dubai: What Is the Difference?
Both offices represent the Kingdom of Saudi Arabia in the UAE. The embassy is in the capital, Abu Dhabi. The consulate general is in Dubai, and the Saudi Ministry of Foreign Affairs lists it in the Hamriyah area of Bur Dubai, on Al Seef Road. The Saudi embassy portal also has a page for the UAE missions.
Many people assume the nearest office is the right one. The better question is which office accepts your document type, and in what form, because that is decided by the Saudi authorities and can change. Check with the mission directly, or ask us: we confirm the current requirement before we submit, so you do not lose a day travelling to the wrong office.
UAE to Saudi Arabia: The Attestation Chain, Step by Step
- Certification by the issuing authority or a notary. A university, court, licensing authority or notary public confirms the document is genuine.
- Legal translation, if needed. MOFA accepts originals in Arabic or English, or with a legally certified translation. The Saudi side may ask for Arabic.
- UAE MOFA attestation. MOFA certifies the signatures and seals on UAE-issued documents. You apply with UAE Pass, on the MOFA website or app.
- Saudi Embassy or Consulate legalization. The Saudi Embassy in Abu Dhabi or the Saudi Consulate General in Dubai adds the final legalization.
- Saudi Cultural Mission verification, where required. Some Saudi employers and authorities ask for educational certificates to be verified this way as well.
MOFA’s application asks you to name the destination country, and that choice cannot be changed after submission. It also asks where the attestation will be completed. One option ends at UAE MOFA and leaves any embassy or consulate step in the UAE to be completed separately. The other adds attestation by the UAE mission in the destination country. Which options are offered depends on the destination country, and the Saudi authority receiving your document decides which chain it accepts, so confirm this before you apply.
What Does the Chain Look Like for Each Document Type?
| Document | Steps before the Saudi mission | Worth knowing |
|---|---|---|
| Degrees, diplomas, transcripts | Issuing institution; UAE education authority verification where applicable; UAE MOFA | Saudi Cultural Mission verification may also be required |
| Birth, marriage, divorce and death certificates | Issuing authority, court or notary as applicable; UAE MOFA | An Arabic translation is often requested |
| Police clearance certificates | Issuing police authority; UAE MOFA | Ask the Saudi authority how recent the certificate must be |
| Trade licenses, MOA and AOA, board resolutions, powers of attorney | Licensing authority, chamber of commerce or notary as applicable; UAE MOFA | Commercial invoices and certificates of origin go through MOFA’s eDAS system instead |
Our service pages cover each type in more detail: degree, birth, marriage, police clearance and commercial documents.
How Long Does Saudi Embassy Attestation Take in the UAE?
The journey has two kinds of steps, and only one of them has an official published time.
- UAE MOFA: according to MOFA, digital attestation of eligible UAE-issued documents is completed within 2 hours during official working hours. Attestation through an approved courier provider takes 1 to 3 business days inside the UAE.
- Everything else: notary or authority verification, translation and the Saudi Embassy or Consulate step vary by document type and workload. No honest provider can promise a fixed number of days for every document.
What you can control is avoiding rejections, because a document returned for a mismatch or a missing step costs far more time than the step itself. If you are working to a deadline, see our urgent attestation page.
Does Saudi Arabia's Apostille Membership Change Anything for UAE Documents?
Saudi Arabia acceded to the Apostille Convention, and the HCCH status table lists it as entering into force on 7 December 2022. The UAE does not appear on that table. For UAE residents this has two consequences:
- A UAE-issued document cannot be apostilled for use in Saudi Arabia, so the MOFA and Saudi Embassy or Consulate route still applies.
- A Saudi apostille does not make a Saudi document valid in the UAE. Saudi-issued documents still go through Saudi MOFA and the UAE mission route described below.
Where the issuing country is a party to the Convention, for example India, the UK or the US, a document issued there can generally be apostilled for Saudi use instead of being legalized by the Saudi embassy. Our guide to apostille vs. UAE attestation explains the difference in more detail.
Saudi to UAE: The Reverse Route in Brief
A document issued in Saudi Arabia for use in the UAE is verified by its issuing authority or a Saudi notary, attested by Saudi MOFA, and then attested digitally through the UAE Embassy in Riyadh or the UAE Consulate General in Jeddah, which also covers UAE MOFA. The UAE missions state that laminated documents cannot be attested, and that legal documents such as powers of attorney must be signed before a local notary or legal authority in Saudi Arabia and then attested by Saudi MOFA.
The digitally attested document can be checked with its attestation reference number and issue date. Our page on Saudi certificate attestation for the UAE covers this route in detail.
Common Mistakes That Delay Saudi Attestation
- Choosing the wrong destination country in the MOFA application. It cannot be changed after submission.
- Entering details that do not match the document. Mismatches are a listed reason for rejection.
- Selecting the wrong issuing authority or document type to try to reach a different attestation route.
- Submitting a laminated document. Laminated documents cannot be attested.
- Skipping a notary or translation step that the Saudi side requires.
- Assuming an apostille will do the job. A UAE document cannot be apostilled, and a Saudi apostille alone is not accepted in the UAE.
- Going to the Saudi mission before UAE MOFA attestation in the usual chain, then being sent back.
A rejected MOFA application cannot be reopened. You have to correct the problem and apply again, so it pays to get the details right the first time.
Frequently Asked Questions
Which is better for Saudi attestation, the embassy in Abu Dhabi or the consulate in Dubai?
Neither is better in general. Which mission handles your document depends on the document type and the current rules of the Saudi authorities. We confirm this before submitting, so you do not travel to the wrong office.
Do I have to visit the Saudi Embassy or Consulate myself?
Not if you use an attestation service. Attest Dubai submits and collects your documents, with free pickup and delivery anywhere in the UAE.
Is UAE MOFA attestation always needed before the Saudi Embassy?
In the usual chain, yes: UAE MOFA attests first and the Saudi mission legalizes afterwards. Saudi missions set their own requirements, so confirm the chain for your document before you start.
Can UAE MOFA digital attestation be used for Saudi-bound documents?
Eligible original digital documents issued in the UAE, with a QR code, barcode or reference number, can be attested digitally. MOFA’s website decides between the digital and courier routes based on the issuing authority and document type you select, and you cannot choose the route yourself.
How do I check that a UAE MOFA attestation is genuine?
Use MOFA’s verification service at verify.mofa.gov.ae. Choose Document Status and enter the attestation reference number and issue date.
Is Saudi attestation a one-time process?
Generally yes. Once a document has completed the full chain, the attestation does not need to be repeated for that document. A receiving authority can still ask for a recently issued document, so check what the Saudi side expects before you start.
