Indian Certificate Attestation for UAE: State, MEA, UAE Embassy & MOFA Steps

Indian Certificate Attestation for UAE: State, MEA, UAE Embassy & MOFA Steps

Attesting an Indian-issued certificate for UAE use means your document is authenticated by the issuing state, then India’s Ministry of External Affairs (MEA), and then the UAE Embassy in New Delhi before UAE MOFA accepts it. UAE-issued documents going the other way start with UAE MOFA, then the Indian Embassy Abu Dhabi or Consulate General Dubai. For a complete overview of how attestation works in general, see our pillar guide, What Is Certificate Attestation?

What Is Indian Certificate Attestation for the UAE?

Indian certificate attestation for the UAE is the process that makes a degree, birth, marriage or other Indian-issued document acceptable to UAE employers, universities and government authorities. It applies to educational certificates (degrees, diplomas, marksheets), personal certificates (birth, marriage, death) and most other official Indian documents headed for UAE use. The verified route runs state or Union Territory authentication, then India’s Ministry of External Affairs (MEA), then the UAE Embassy in New Delhi, which attests the document and UAE MOFA together in one digital application.

For the full document page, see our Indian Certificate Attestation service, and for degree-specific detail, our India Degree, Diploma and Marksheet Attestation page.

How Do I Get My Indian Degree Certificate Attested for the UAE?

For an educational certificate — degree, diploma or marksheet — the verified chain is: the relevant state education or HRD-type department authenticates the document first, then India’s MEA attests it, then the UAE Embassy in New Delhi runs a digital attestation that covers both the Embassy and UAE MOFA in one application. The Embassy’s own page states pickup within 24 hours of booking and return 24-48 hours after release, with verification by reference number and issue date rather than a QR code; couriers used are VFS or BLS.

Older CBSE records from 2014 onward may also be verifiable digitally through MEA’s e-Sanad system, though this is phase-based and doesn’t cover every board or year. For the full step-by-step process, see our guide, How to Attest a Degree Certificate in the UAE: Step-by-Step, and our India Degree, Diploma and Marksheet Attestation page for the dedicated India chain.

How Do I Attest an Indian Birth or Marriage Certificate for the UAE?

Personal certificates — birth, marriage and death — follow the same three-step route as educational documents: your state’s Home Department or General Administration Department authenticates the original first, then MEA, then the UAE Embassy in New Delhi’s digital attestation, which again covers UAE MOFA in the same application. The UAE side requires the original document; MEA does not legalise photocopies.

India’s official guidance does not address divorce certificates specifically, so we confirm the current requirement for that document type individually before we submit it.

Which Comes First: State Authentication or MEA?

State or Union Territory authentication always comes first, and MEA comes second. MEA itself does not accept applications directly from individuals — applications go through one of its outsourced service providers, which charge a service and scanning fee on top of any MEA fee. Which state department handles the first step depends on the document: broadly, a Home or General Administration Department for personal documents and an Education or HRD-type department for educational certificates, though the exact department name varies by state and we confirm it for your specific document before submission.

Does the UAE Accept an Indian Apostille?

India has issued Hague apostilles since 2005, for a fee of Rs 50 per document, but only for documents headed to other Hague Apostille Convention member countries. The UAE is not a party to that Convention (confirmed on the HCCH’s own status table, last updated 30 June 2026), so an Indian apostille is not the right step for UAE-bound documents. For non-Hague destinations like the UAE, MEA instead offers what it calls ‘normal attestation’ — free of charge, and functionally the MEA step in the state-to-MEA-to-Embassy chain described above, not an apostille stamp.

If you’ve already been issued an apostille by mistake, tell us before you submit anything further — the UAE Embassy’s process is built around MEA’s normal attestation, not an apostille.

What About Indian Police Clearance Certificates?

We have not found a confirmed, UAE-specific chain for attesting an Indian Police Clearance Certificate (PCC). Indian missions publish PCC guidance for other countries, but none of it is specific to UAE use, and we are not able to state a reliable chain here. If you need an Indian PCC attested for UAE use, contact us and we’ll verify the current requirement from India’s Passport Seva and MEA channels before we quote you.

How Do I Attest a UAE-Issued Document for Use in India?

Going the other way, UAE MOFA is the confirmed starting point for UAE-issued documents, and the Indian Embassy Abu Dhabi or Consulate General Dubai is the confirmed India-side authority — both attest educational certificates, marriage and birth certificates, and powers of attorney through an outsourced attestation centre. The Indian Embassy’s own notice states explicitly that UAE-issued salary certificates must be attested by UAE MOFA first before the Indian mission will attest them; whether every educational or personal document needs UAE MOFA first as well is not stated as clearly on the same pages, so we confirm it case by case rather than assume it applies uniformly.

A separate notice from the Indian Embassy Abu Dhabi states that birth, education and marriage certificates already attested by India’s own UAE missions do not then need separate attestation by UAE missions inside India.

What Documents and Fees Should I Expect?

You will generally need the original certificate, a copy of your passport, and proof of each prior attestation step as you move through the chain. MEA’s own apostille fee (Rs 50) applies only to Hague-bound documents, not UAE-bound ones; MEA’s ‘normal attestation’ for non-Hague destinations is free, though its outsourced providers add their own service and scanning charges. Neither MEA nor the UAE Embassy in New Delhi publishes a fee for the Embassy’s own digital attestation step. See our MOFA Attestation in Dubai page for more on the UAE MOFA step itself.

Tell us your document type and we’ll give you a clear, itemised quote and a realistic timeline before you commit to anything.

Frequently Asked Questions

Normal attestation, not an apostille. MEA issues apostilles only for documents headed to other Hague Apostille Convention countries; the UAE is not a member, so Indian documents for UAE use go through MEA’s free normal-attestation route instead, as part of the state-to-MEA-to-UAE-Embassy chain.

It depends on the document: broadly a Home or General Administration Department for personal certificates and an Education or HRD-type department for educational certificates. The exact department name varies by state, so we confirm it for your specific document.

No. MEA does not accept attestation applications directly from individuals — submissions go through one of MEA’s outsourced service providers.

Yes. The Embassy’s digital attestation service covers both the Embassy’s own attestation and UAE MOFA in one application, so you are not left needing a separate UAE MOFA step afterwards.

Not yet, on the official pages we could access. We verify the current requirement from India’s Passport Seva and MEA channels on a case-by-case basis before quoting.

Start with UAE MOFA attestation. The Indian Embassy Abu Dhabi or Consulate General Dubai then attests the document — UAE MOFA first is explicitly required for UAE-issued salary certificates, and we confirm the requirement for other document types individually.
