Nursing certificate attestation is the process of certifying your PRC license, nursing education certificates and related documents so UAE authorities accept them as genuine — it is a separate step from registering with a UAE health authority to actually practice. This guide covers the Philippine side (PRC, DFA apostille), the UAE side (Embassy Manila, UAE MOFA), and how attestation differs from DHA/MOHAP/DOH licensing.
Which nursing documents typically need attestation for the UAE?
For a Filipino nurse moving to the UAE, the documents most commonly needing attestation are your PRC Certificate of Registration/Professional License (and PRC ID), your board rating or certificate of passing the Nursing Licensure Examination, and your nursing school diploma and transcript of records. If your employer or the UAE health authority also asks for a medical certificate, that follows the separate medical-certificate attestation chain covered in our guide to getting a medical certificate attested for UAE use and our What Is Medical Attestation? overview.
How do I get my PRC documents certified before the UAE chain?
The Professional Regulation Commission (PRC) runs its own Certification/Authentication service through its LERIS online booking system: you book an appointment, PRC prepares a certification or certified true copy of your Certificate of Registration/Professional License or board-passing record, and you collect it at the release window (a documentary stamp tax applies; PRC’s own page does not state a separate service fee or turnaround time). This PRC certification is what later gets apostilled — it is not itself an attestation for overseas use.
Does a DFA apostille on my PRC documents cover UAE use?
No. The Department of Foreign Affairs (DFA) can apostille a PRC-certified document, but the UAE is not a member of the Hague Apostille Convention, so an apostille alone does not finish the process for UAE-bound documents — DFA’s own guidance is explicit that for non-member countries, legalization by the destination country’s embassy or consulate is still required. After the DFA step, the document still needs attestation by the UAE Embassy in Manila and, finally, UAE MOFA attestation. We cover this same apostille limitation in detail, with the UAE Embassy Manila and UAE MOFA steps, in our DFA Apostille for UAE guide and our Philippine Degree Attestation for UAE post, which walk through the same DFA-then-Embassy-then-MOFA pattern for education documents. The UAE Embassy, Manila’s own attestation-process and fee pages were not retrievable at the time of writing, so we don’t state a UAE-side fee or turnaround for nursing documents specifically — contact us and we’ll confirm current requirements for your document.
What about DOH-stamped medical certificates for nurses?
We did not find an official Department of Health (DOH) page describing a certification or stamping service specific to nursing or professional health certificates for overseas employment — DOH’s published material in this area concerns the pre-employment medical examination (PEME) process, which is a health screening requirement, not a document-attestation step. If your UAE employer or health authority asks for a general medical certificate to be attested (separate from your nursing qualification), that follows the standard Philippine medical-document chain — see our medical attestation guides linked above. We’ll update this section if an official DOH attestation role is confirmed.
Is document attestation the same as DHA, MOHAP or DOH license registration?
No, and this is the most common point of confusion. Attestation (covered in this guide) certifies that your existing certificates and licenses are genuine. Separately, and in addition, UAE health authorities — the Dubai Health Authority (DHA), the Ministry of Health and Prevention (MOHAP), or the Department of Health Abu Dhabi (DOH), depending on which emirate you’ll work in — require nurses to pass a professional licensing exam and have their primary qualifications verified (commonly through the DataFlow Group’s primary source verification service) before they can be registered to practice. Attestation is normally a prerequisite document step; licensing and primary source verification are a separate process handled directly with the relevant health authority, not by an attestation provider. Confirm the current exam and verification requirements directly with the health authority you’ll be registering with, since these are outside the scope of document attestation.
What is the full attestation chain for Filipino nursing documents bound for the UAE?
Putting the confirmed steps together: PRC certification/certified true copy of your license or board-passing record → DFA apostille → UAE Embassy, Manila attestation → UAE MOFA attestation on arrival in (or in transit to) the UAE. The PRC and DFA steps are confirmed on official Philippine government pages; the UAE Embassy Manila step is stated at the same Medium confidence we use for other Philippine-chain guides on this site, since the Embassy’s own process page could not be retrieved. UAE MOFA attestation is confirmed and nationwide — see our MOFA Attestation in Dubai page for how that final step works.
Frequently Asked Questions
Do I need my PRC license attested to work as a nurse in the UAE?
Generally yes — UAE employers and authorities typically require your PRC Certificate of Registration/Professional License and related nursing documents to go through the full attestation chain (PRC certification, DFA apostille, UAE Embassy Manila, UAE MOFA) before they are accepted as genuine, in addition to any separate health-authority licensing step.
Is a DFA apostille enough for UAE use?
No. The UAE is not a member of the Hague Apostille Convention, so a DFA apostille alone does not complete the process — the document still needs attestation by the UAE Embassy in Manila and then UAE MOFA.
What is the difference between attestation and DHA/MOHAP/DOH licensing?
Attestation certifies that your existing certificates are genuine. Licensing is a separate process with the relevant UAE health authority that typically involves a professional exam and primary source verification of your qualifications (commonly via the DataFlow Group) before you can be registered to practice.
Does my nursing diploma need separate attestation from my PRC license?
Yes, each document generally needs its own attestation. Your school diploma and transcript follow the same PRC/CHED-then-DFA-then-Embassy-then-MOFA pattern described in our Philippine degree attestation guide, while your PRC license and board-passing record follow the PRC certification route described in this post.
Can Attest Dubai handle this attestation process for me?
Yes. We can guide you through the Philippine-side steps and handle the UAE-side embassy and MOFA attestation once your documents reach the UAE. Contact us for a free quote on your specific documents.
How long does the full process take?
Timings are not centrally published for every step in this chain (PRC, DFA and the UAE Embassy Manila do not state fixed turnaround times on their official pages), so we can’t give a reliable total. Contact us with your specific documents and we’ll advise on the realistic timeline.
