Philippine Degree Attestation for UAE: School, CHED and DFA Apostille Steps

Philippine Degree Attestation for UAE: School, CHED and DFA Apostille Steps

A Philippine degree, diploma or transcript needs CHED, school or TESDA verification and then a DFA apostille before it can move further — but because the UAE is not a Hague Apostille Convention member, that apostille alone is not enough. The document still needs UAE Embassy, Manila attestation and a final UAE MOFA attestation before it is accepted for use in the UAE.

What does a Philippine degree need before it can be used in the UAE?

The starting step depends on where the qualification was issued: the Commission on Higher Education (CHED) issues the certified true copy and verification for degrees from private higher-education institutions; the school itself certifies degrees from state and local universities and colleges (SUC/LUC); the DepEd Regional Office handles basic-education records; and TESDA covers technical-vocational qualifications. From there, the document goes to the Department of Foreign Affairs (DFA) for authentication (an apostille), then to the UAE Embassy, Manila for attestation, and finally to UAE MOFA once it reaches the UAE (source: DFA’s own “Requirements of Documents” page, consular.dfa.gov.ph).

Does a DFA apostille alone work for the UAE?

No. The Philippines joined the Hague Apostille Convention in 2019, but the UAE never has — so an apostille issued for a Hague-member destination does not carry over automatically. The DFA’s own guidance is explicit: for a country that is not an Apostille Convention party, “legalization by the concerned Foreign Embassy / Consulate is still required,” and “there shall be no change in the authentication process in non-Apostille countries.” In practice that means a Philippine degree bound for the UAE still needs UAE Embassy, Manila attestation and UAE MOFA attestation after the DFA step, exactly as it did before the Philippines joined the Convention. See our DFA apostille for UAE guide for the apostille step in detail.

What is the CHED eCAV digital apostille, and does it help for UAE use?

In March 2026 the DFA launched a fully digital apostille for PSA eCertificates and CHED eCAVs (Commission on Higher Education electronic Certification, Authentication, and Verification), effective 16 March 2026 at a dedicated DFA office in Pasay City. Two official Philippine government sources (an HCCH presentation and the Philippine Consulate General in Vancouver) confirm the launch date and the issuing authority. What is not confirmed on any official page is how the UAE Embassy, Manila or UAE MOFA treats a digitally apostilled CHED eCAV in the chain described above — whether it can replace a physical, DFA-stamped document, or whether the physical route is still required for UAE purposes. Treat the digital eCAV as unconfirmed for UAE use until Attest Dubai or an official UAE source says otherwise.

What happens at the UAE Embassy, Manila step?

This is the weakest-documented step in the whole chain. The UAE Embassy, Manila’s page lists only a general “Attestation” link through to UAE MOFA, and repeated attempts to retrieve its own dedicated process, fee or timing page have not returned usable content. We do not state a fee, a processing time, or a confirmed digital-attestation option for this step, because none has been found on an official UAE page specific to Manila — unlike London, Riyadh, New Delhi, Cairo or Canberra, where the Embassy publishes its own digital-attestation page. Attest Dubai can give you a current estimate for this step based on recent cases.

What does UAE MOFA do with my degree once I am in the UAE?

Once the Embassy, Manila step is complete, the degree goes through UAE MOFA’s own Documents Attestation service — a UAE Pass login, selecting the Philippines as the country of issuance, and either a digital attestation (usually within 2 hours inside the UAE, in working hours) or a courier-based one. Every attestation can be checked afterwards at verify.mofa.gov.ae. See our full MOFA attestation in Dubai page for the complete process.

Can a UAE-issued degree or school document be used in the Philippines?

In the other direction, the Philippine Embassy, Abu Dhabi’s own page states that a document executed abroad must be “acknowledged or authenticated by the Philippine Embassy,” and that this authentication certifies the signature of a recognised UAE official — usually UAE MOFA. School records and similar documents are listed by the Embassy as “document attested by UAE MOFA” before the Embassy will authenticate them, and labour contracts are first verified by POLO. The Embassy’s own fee and pickup-day figures are not dated, so we do not quote them here as current — ask Attest Dubai or the Embassy directly for today’s figures.

What documents do I need to start?

For a Philippine degree heading into the UAE, you will generally need:

  • The original certified true copy and CAV (or school/DepEd/TESDA equivalent) for the qualification.
  • A copy of the certificate holder’s passport.
  • Details of where in the UAE the degree will be used (employer, university, licensing body), since this can affect what the receiving organisation asks for.

Frequently Asked Questions

No. The DFA’s own guidance says legalization by the destination’s embassy is still required for non-Apostille countries, and the UAE is not a Hague Apostille Convention member. A Philippine degree still needs UAE Embassy, Manila attestation and UAE MOFA attestation after the DFA apostille.

It depends on the qualification: CHED for private higher-education institutions, the school itself for state/local universities and colleges, the DepEd Regional Office for basic education, and TESDA for technical-vocational qualifications.

Not confirmed either way. The digital apostille for CHED eCAVs launched 16 March 2026, but no official UAE page states whether the UAE Embassy, Manila or UAE MOFA accepts it in place of the physical, DFA-stamped chain.
