Philippines: Degree, Diploma and Transcript Attestation for the UAE
Why Philippine Degrees Need Attestation for the UAE
Attesting a Philippine degree, diploma or transcript of records for UAE use means the document is first certified by the issuing school, CHED, DepEd or TESDA, then authenticated by the Department of Foreign Affairs (DFA), before the UAE Embassy in Manila and UAE MOFA accept it. Attest Dubai manages the UAE side of this chain and the reverse direction for UAE-issued degrees headed to the Philippines. See our Philippines Certificate Attestation page for other Philippine document types.

What Is Philippine Degree Attestation for the UAE?
Philippine degree attestation for the UAE is the process that makes a degree, diploma or transcript of records issued in the Philippines accepted by employers, universities and government authorities in the UAE. In the verified chain, the document is first certified by the issuing school, the Commission on Higher Education (CHED), a DepEd Regional Office or TESDA depending on who issued it, then authenticated by the Philippine Department of Foreign Affairs (DFA). The DFA-authenticated document then goes through the UAE Embassy in Manila, which lists an attestation step ahead of final UAE Ministry of Foreign Affairs (MOFA) attestation.
Attest Dubai manages the UAE side of this chain and can guide you through the Philippine-side steps too. See our Philippines Certificate Attestation page for other document types, including personal, police clearance, commercial and medical documents.
Step Who handles it What happens 1 School registrar, CHED, DepEd Regional Office or TESDA Certifies or issues a CAV (Certification, Authentication and Verification) for the original school document — CHED for most private higher-education institutions, the school itself for state or local universities, DepEd for basic education, TESDA for technical-vocational records. 2 Philippine Department of Foreign Affairs (DFA) Authenticates the CAV-endorsed document. The UAE is not an Apostille Convention member, so DFA’s own guidance says embassy legalization is still required for UAE-bound documents. 3 UAE Embassy, Manila Lists an attestation step for DFA-authenticated documents before they move to UAE MOFA. The Embassy’s own detailed process for this step has not been publicly confirmed. 4 UAE Ministry of Foreign Affairs (MOFA) Final attestation that makes the degree acceptable to UAE employers, universities and government bodies.
How Do I Attest a Philippine Degree Certificate for the UAE?
Which Philippine authority certifies your document first depends on who issued it. The Philippine Department of Foreign Affairs’ own prerequisites set out: a private higher-education institution’s degree, diploma or transcript needs prior CAV certification from CHED; a state or local university or college (SUC/LUC) certifies its own records; basic-education documents (high school, elementary) go through the relevant DepEd Regional Office; and TESDA covers technical-vocational certificates and diplomas.

Once that prerequisite step is done, DFA authenticates the document. Because the UAE is not a party to the Hague Apostille Convention, DFA’s own guidance is explicit that documents bound for a non-Apostille country such as the UAE still require legalization by the destination country’s embassy or consulate — “there shall be no change in the authentication process in non-Apostille countries.” The document then moves to the UAE Embassy in Manila, which lists an attestation step before UAE MOFA gives its final attestation.

We check which prerequisite applies to your specific degree, diploma or transcript before anything is submitted to DFA, so the application isn’t rejected for a missing earlier step.

Does the UAE Accept a CHED eCAV or Apostille Instead of Embassy Legalization?
Not on its own. The Philippines has been a Hague Apostille Convention member since 14 May 2019, and the Department of Foreign Affairs has publicly stated — most recently corroborated by a Philippine consulate announcement — that it launched a fully digital apostille for PSA eCertificates and CHED eCAVs (Commission on Higher Education electronic Certification, Authentication and Verification) on 16 March 2026. The UAE, however, is not a party to the Apostille Convention (confirmed on the HCCH’s own status table), so DFA’s own non-Apostille-country guidance still applies to UAE-bound documents: a CAV, a CHED eCAV or even a DFA apostille is only ever the home-side authentication step, not a substitute for UAE Embassy Manila and UAE MOFA attestation.
We have not found official confirmation of how a CHED eCAV digital apostille is specifically treated by the UAE Embassy in Manila or UAE MOFA, since neither has published a process for it. Until that is confirmed, treat the CHED eCAV as a useful Philippine-side document, not as a shortcut past embassy legalization — and check with us before relying on it for a UAE submission.

What Does UAE MOFA Reject?
UAE MOFA’s published rules apply to every country’s documents, including the Philippines. Commonly rejected submissions include:

- Laminated documents

- Scans, photos or manual copies submitted through the digital route instead of the required original

- Documents missing a required prior attestation step (for example, a degree submitted without its DFA authentication)

- Bundled apostilles or attestations covering more than one document at a time — each document must be attested individually

- The wrong issuing authority or document type selected on the application

We check every document against these rules before submission, so a rejection at UAE MOFA doesn’t cost you time or the service fee.

What Documents Do I Need?
For the standard route, you will generally need:

- Your original degree certificate, diploma or transcript of records

- Proof of the relevant prerequisite certification (CHED CAV, SUC/LUC certification, DepEd certification or TESDA certification, depending on who issued your document)

- The DFA-authenticated document

- A copy of your passport

- An authorization letter or special power of attorney if someone else — family, an agent, or Attest Dubai — is handling the submission on your behalf

We check your documents before they are submitted so a missing prerequisite certification doesn’t cause a rejection later in the chain.

How Do I Attest a UAE Degree for Use in the Philippines?
The direction into the Philippines is better documented than most. The Philippine Embassy in Abu Dhabi’s own page states that a document executed in the UAE must be “acknowledged or authenticated by the Philippine Embassy,” and that this authentication certifies the signature of a recognised UAE official — usually at UAE MOFA. Education documents, trade licences, salary and employment certificates are listed by the Embassy as documents that must already be attested by UAE MOFA before the Embassy will authenticate them.

| Step | Who handles it | What happens |
|---|---|---|
| 1 | UAE issuer (university, institution or UAE Ministry of Education) | Issues or certifies the UAE degree, diploma or transcript. |
| 2 | UAE Ministry of Foreign Affairs (MOFA) | Attests the UAE-issued document. The Philippine Embassy’s own page states that education and similar UAE-organisation documents must carry this UAE MOFA stamp first. |
| 3 | Philippine Embassy, Abu Dhabi, or Consulate General, Dubai | Authenticates the signature of the UAE official (usually at MOFA) on the document, by appointment. Which office you use can depend on the document and your emirate — a fee applies; contact us for a current estimate, since the Embassy’s published figures are undated. |
Start with UAE MOFA attestation of your degree, then contact the Philippine Embassy in Abu Dhabi or the Consulate General in Dubai to confirm the current appointment process for your emirate. If the degree supports a labour contract, note that the Embassy’s page also states labour contracts are first verified by the Philippine Overseas Labor Office (POLO).

How Long Does It Take and What Does It Cost?
None of the official pages in this chain — DFA, the UAE Embassy in Manila, or UAE MOFA — publish a current, dated fee or combined processing time for Philippine degree attestation. The Philippine Embassy in Abu Dhabi’s authentication fee for UAE-issued documents is also undated, so we do not quote it as current. Timelines vary by document type and by how quickly the earlier Philippine-side step (CHED, DepEd, TESDA or the school itself, then DFA) is completed before the UAE side begins.

Tell us your situation and we’ll give you a clear, itemised quote and a realistic timeline before you commit to anything.

Frequently Asked Questions
Do I need to attest my Philippine degree before working in the UAE?
In most cases, yes — if a UAE employer, government authority or university asks for it. Your degree needs CHED, DepEd, TESDA or school certification, then DFA authentication, then UAE Embassy Manila and UAE MOFA attestation, before it is accepted.
Is a DFA apostille enough for UAE use on its own?
No. The Philippines is a Hague Apostille Convention member, but the UAE is not a party to that Convention, so a DFA apostille alone is not accepted for UAE use. DFA’s own guidance says non-Apostille destinations like the UAE still require embassy legalization — the apostille is only the Philippine-side authentication step before the UAE Embassy in Manila and UAE MOFA attestation.
What is a CHED eCAV, and does the UAE accept it?
A CHED eCAV (Commission on Higher Education electronic Certification, Authentication and Verification) is a digital record DFA began issuing a fully digital apostille for from 16 March 2026. We have not found official confirmation of how the UAE Embassy in Manila or UAE MOFA treats a CHED eCAV, so check with us before relying on it in place of the standard DFA-to-Embassy-to-MOFA chain.
Can I submit a photocopy of my degree certificate?
No. The prerequisite certification (CHED, DepEd, TESDA or the school itself) and DFA authentication both work from the original document, and the UAE side requires the authenticated original as well.
Which Philippine authority certifies my degree before DFA?
It depends on who issued it. CHED certifies most private higher-education institution records; a state or local university or college (SUC/LUC) certifies its own documents; a DepEd Regional Office covers basic education; and TESDA covers technical-vocational certificates and diplomas.
How long does the whole process take?
Neither DFA, the UAE Embassy in Manila nor UAE MOFA publishes a combined, dated processing time for this chain. It depends mainly on how quickly the Philippine-side prerequisite and DFA authentication are completed before the UAE side begins.
Can Attest Dubai handle the CHED, DFA and embassy steps for me?
We coordinate the full chain, including guiding you through the Philippine-side prerequisite certification and DFA authentication, and we handle the UAE Embassy Manila and UAE MOFA attestation and any further UAE-side needs.
I have a UAE degree and need it recognised in the Philippines. Where do I go?
Start with UAE MOFA attestation of your degree. The Philippine Embassy in Abu Dhabi (or the Consulate General in Dubai, depending on your emirate and document) then authenticates the UAE MOFA-attested document.
Do I need a certified translation of my degree?
Most Philippine degree certificates are issued in English, so translation is not usually required for the Philippine or UAE steps. If any part of your document is in Filipino or another language, a certified translation is generally required before attestation, and we provide that as part of our service.
Does a diploma or transcript of records follow the same process as a degree certificate?
Yes. Diplomas and transcripts of records generally follow the same CHED/DepEd/TESDA or school certification, then DFA, then UAE Embassy Manila and UAE MOFA chain as degree certificates.
Why would DFA reject my degree certificate application?
The most common reason is a missing prerequisite step — submitting a document to DFA without the required CHED, DepEd, TESDA or school certification first. We check which prerequisite applies to your document before anything is submitted.
Is the UAE a member of the Apostille Convention?
No. The UAE is not a party to the Hague Apostille Convention, confirmed on the HCCH’s own status table, which is why Philippine documents still need UAE Embassy Manila and UAE MOFA attestation rather than an apostille alone.
