How Do You Attest a Canadian Document for the UAE?
A Canadian-issued certificate going to the UAE moves through three stages, in order. First, it is authenticated inside Canada — either by Global Affairs Canada (GAC) or by the province that issued it, depending on the document. Second, the authenticated document (plus proof of that authentication) is sent by mail to the UAE Embassy in Ottawa, which attests Canadian-issued documents. Third, once the document is in the UAE, it goes through UAE Ministry of Foreign Affairs (MOFA) attestation, the step every foreign document needs before UAE government and business bodies will accept it.
This guide covers education, personal, police-clearance and commercial documents, plus the reverse direction — UAE-issued documents you need recognised in Canada.
Why a Canadian Apostille Alone Doesn't Finish the Job
Canada joined the Hague Apostille Convention on 12 May 2023, in force from 11 January 2024. That lets Canadian documents move easily between Canada and other Convention countries with a single apostille stamp. The UAE, however, is not a party to that Convention. So a Canadian apostille (or the authentication GAC/your province issues) is only the first, Canadian-side step — it does not replace the UAE Embassy Ottawa and UAE MOFA stages described below. See our guide on what certificate attestation actually means for why this two-track system (apostille for Convention countries, embassy legalization for everyone else) exists.
Step 1: Authenticate the Document in Canada (GAC or Your Province)
Who authenticates your document depends on where it was issued. Global Affairs Canada (GAC) authenticates federal documents and documents issued in Manitoba, New Brunswick, Newfoundland and Labrador, the Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island and Yukon. Alberta, British Columbia, Ontario, Quebec and Saskatchewan each issue their own authentication (or apostille) instead of using GAC.
GAC’s service is free. As of a recent check, GAC’s own page said it was processing requests received about 25 business days earlier, plus 5 to 10 business days for mailing the document back — no expedited option was offered. Processing times change, so confirm the current wait directly with GAC before you plan around a deadline.
A few province-specific rules worth knowing: Ontario authenticates public post-secondary degrees and transcripts issued since 1 January 2019 directly, without a separate notary step. British Columbia generally wants a post-secondary document either notarised or confirmed against a registrar’s signature on file. Alberta requires the issuing registrar’s wet (original) signature and embossed seal on the document before its own authentication office will proceed.
Step 2: Send It to the UAE Embassy, Ottawa
Per the UAE Embassy Ottawa’s own FAQ, a degree, diploma or transcript must first be authenticated by GAC or the relevant province, then mailed to the Embassy together with the authentication receipt and a prepaid return envelope. A sealed transcript can instead be mailed directly from the institution to the Embassy. The FAQ is explicit that an e-transcript is not acceptable — it has to be a physical, sealed document.
Personal documents — birth, marriage and death certificates, police certificates, and a personal power of attorney — follow the same mail-in route: authenticate first, then send to the Embassy. The FAQ states plainly that the Embassy attests only educational documents that were actually issued in Canada; it does not mention a digital route, an online application, or a fee.
Step 3: UAE MOFA Attestation
Once a foreign document has been legalised by the UAE’s own embassy or consulate abroad, the final stage inside the UAE is UAE MOFA attestation. For several other countries covered in our country guides — the UK, Saudi Arabia, India, Egypt and Australia — the UAE embassy’s own digital attestation service bundles its own step and UAE MOFA’s together, inside a single UAE Pass application, so there is nothing further to do once the embassy has processed the document.
For Canada, that specific confirmation is missing. The UAE Embassy Ottawa’s own dedicated online attestation page could not be reached when this guide’s source register was last checked, so we cannot say for certain whether its mail-in attestation already includes UAE MOFA, or whether a separate MOFA step still has to be completed once your document is back in the UAE. Treat MOFA attestation as a step you should plan for and confirm directly — either with the Embassy before you post your documents, or with Attest Dubai once they arrive.
Canadian Degree, Diploma and Transcript Attestation for the UAE
Education documents are the best-documented part of this chain. The sequence is: your institution’s registrar or the issuing province confirms the document (where required), then GAC or your province authenticates it, then it is mailed to the UAE Embassy, Ottawa, then UAE MOFA attestation inside the UAE. We cover this document group in full — including the exact per-province rules and a chain table for each step — on our dedicated Canada degree, diploma and transcript attestation page. See also our general degree certificate attestation guide for how this fits the wider picture across countries.
Canadian Personal and Police Clearance Documents
Birth, marriage and death certificates: start with the original issued by the provincial vital-statistics office, then GAC or provincial authentication, then the UAE Embassy, Ottawa — the same route as education documents. Alberta, for example, will only authenticate a birth certificate on its newer polymer format (issued after 1 February 2008) or a marriage/death certificate issued after 1 January 1999; laminated or wallet-size certificates are not accepted for authentication.
Divorce certificates: this one is less clearly documented. Ontario can reissue a Certificate of Divorce for authentication purposes, and Alberta’s court clerk can provide a clerk-signed copy with an impressed seal, but no official page states what the Embassy does with a divorce certificate specifically — confirm with the Embassy before relying on the standard personal-document route.
Police clearance certificates: an RCMP-issued criminal record check generally goes to GAC for authentication. A non-RCMP police check is usually notarised first and then authenticated by the relevant provincial authority (Alberta, Ontario and Saskatchewan each handle this; British Columbia and Quebec only if the check was actually issued there), before being sent to the Embassy. This part of the chain is less firmly documented than education and vital-statistics certificates, so confirm your specific police service’s process before you start.
UAE Documents for Use in Canada (the Other Direction)
Canadian law generally does not require foreign public documents to be authenticated before they can be used in Canada — Global Affairs Canada’s own authentication service only covers documents that were issued in Canada. If a specific Canadian institution or recipient insists on authentication anyway, the Canadian mission in the UAE has previously stated that it will only authenticate a UAE-issued document after it has first been certified by UAE MOFA. Its own published fee schedule for this service is several years old, so do not treat any fee figure you find for it as current — confirm directly with the mission.
One practical case is better documented: Immigration, Refugees and Citizenship Canada (IRCC) explicitly accepts a UAE Police Clearance Certificate, Criminal Clearance Certificate or Good Conduct Certificate from any one emirate for immigration purposes, and its own guidance page does not ask for that certificate to be separately authenticated or translated. If your UAE document is not in English or French, IRCC’s general guidance elsewhere calls for a translation, usually backed by an affidavit if the translator is not a certified Canadian translator — check the specific IRCC application guide for your case, since requirements can vary by application type.
Frequently Asked Questions
Does the UAE accept a Canadian apostille on its own?
No. Canada issues apostilles since joining the Hague Apostille Convention in 2024, but the UAE is not a Convention member, so an apostille by itself does not complete the process. Canadian documents for UAE use still need UAE Embassy Ottawa legalization, followed by UAE MOFA attestation inside the UAE.
Which Canadian authority authenticates my document?
It depends on where it was issued. Global Affairs Canada (GAC) authenticates federal documents and documents from Manitoba, New Brunswick, Newfoundland and Labrador, the Northwest Territories, Nova Scotia, Nunavut, Prince Edward Island and Yukon. Alberta, British Columbia, Ontario, Quebec and Saskatchewan each issue their own authentication instead.
Can I send an electronic transcript to the UAE Embassy, Ottawa?
No. The Embassy’s own FAQ states that an e-transcript is not acceptable; it needs a physical, sealed transcript mailed either by your institution directly or by you after authentication.
Does Canada joining the Apostille Convention change anything for UAE-bound documents?
No. Canada’s 2024 accession helps with documents going to other Convention countries. The UAE itself has not joined, so the embassy-legalization-and-MOFA route described in this guide still applies to every Canadian document headed to the UAE.
How long does Canadian document authentication take?
Global Affairs Canada’s processing time changes and no expedited option is offered; as of a recent check it was taking roughly 25 business days to process a request plus 5 to 10 business days to mail the document back. Confirm the current wait with GAC directly before you plan around a deadline.
Do I still need a separate UAE MOFA step after the Ottawa Embassy attests my document?
Likely yes, but this is not confirmed for Canada specifically. Several other countries’ UAE embassies bundle their own attestation with UAE MOFA in one digital application; the Ottawa Embassy’s equivalent online attestation page could not be confirmed, so budget time for a separate MOFA step and confirm directly with the Embassy or with Attest Dubai.
What about a Canadian police clearance certificate for a UAE visa?
An RCMP-issued check is generally authenticated by GAC; a non-RCMP police check is usually notarised and then authenticated by the issuing province, before going to the UAE Embassy, Ottawa. This part of the chain is less firmly documented than education or vital-statistics certificates, so confirm your police service’s specific process first.
Do I need to authenticate a UAE document before using it in Canada?
Usually not. Canadian law generally does not require foreign public documents to be authenticated, and Global Affairs Canada only authenticates Canadian-issued documents. If a specific Canadian recipient still insists, the Canadian mission in the UAE has said it will authenticate a UAE-issued document only after UAE MOFA has certified it first.
Does a UAE police clearance certificate need authentication for Canadian immigration?
According to IRCC’s own guidance, no. IRCC explicitly accepts a UAE Police Clearance, Criminal Clearance or Good Conduct Certificate from any one emirate, and its guidance page does not ask for separate authentication.
Can Attest Dubai handle the UAE Embassy and MOFA steps for me?
Yes. Once your Canadian document has been authenticated by GAC or your province and legalised by the UAE Embassy, Ottawa, Attest Dubai can manage the UAE MOFA attestation step and advise on documents going the other way, from the UAE to Canada.
