MOFA Attestation in Dubai
What Is MOFA Attestation?
MOFA attestation is the final step that makes a document legally valid for use in the UAE. The UAE Ministry of Foreign Affairs (MOFA) confirms that the signatures and seals on your document are genuine, and government departments, employers, universities and free zones will usually ask for it before they accept a certificate.
A document issued abroad must be attested in its home country and by the UAE Embassy there before MOFA will attest it. A UAE-issued document going abroad is attested by MOFA first, then by the embassy of the country where it will be used. Send us a photo of your document on WhatsApp and we will tell you exactly which steps it needs.
Which Documents Need MOFA Attestation?
MOFA attests documents issued in the UAE and documents issued abroad. The most common are:
- Educational certificates such as degrees, diplomas and transcripts, for jobs, visas and equivalency (see degree certificate attestation)
- Personal documents such as birth, marriage and medical certificates, for family visas and residency (see personal documents attestation)
- Commercial documents such as company registration documents, board resolutions and powers of attorney (see commercial document attestation)
- UAE-issued documents that will be used abroad, such as a UAE police clearance certificate, which need MOFA attestation before the destination country’s embassy
Commercial invoices and certificates of origin are not handled through the standard attestation service. MOFA processes them through its separate eDAS service.
MOFA Attestation Process for Documents Issued Abroad
For a certificate issued outside the UAE, MOFA attestation is the last link in a chain. The usual order is:
- Home-country verification: notarisation or authentication by the issuing authority, for example the education ministry for a degree
- Home-country Ministry of Foreign Affairs: attestation of the document by that country’s foreign ministry
- UAE Embassy or Consulate: legalization by the UAE mission in the issuing country (see embassy attestation)
- UAE MOFA: final attestation inside the UAE
The UAE is not a member of the Hague Apostille Convention, so an apostille on its own is not enough for UAE use. An apostilled document still needs UAE Embassy and MOFA attestation. Read more on our apostille services page, or see the full chain explained in What Is Certificate Attestation?
How Long Does MOFA Attestation Take?
MOFA’s official attestation service page (checked October 2026) gives these processing times for the MOFA step:
- Inside the UAE, digital attestation: within 2 hours during official working hours
- Inside the UAE, through an approved courier provider: 1 to 3 business days
- Outside the UAE, through a courier provider: up to 7 business days
These times cover the MOFA step only. If your document still needs home-country attestation, UAE Embassy legalization or a legal translation, each of those steps adds its own time. If you have a deadline, see urgent attestation in Dubai and tell us your date before you start.
Same-Day MOFA Attestation in Dubai: What Is Realistic?
Same-day MOFA attestation is realistic for one group of documents: eligible UAE-issued digital documents. For these, MOFA completes digital attestation within 2 hours during official working hours, and the attested file is sent by email or downloaded from your MOFA account. Paper documents go through an approved courier provider and take 1 to 3 business days for the MOFA step. Documents issued abroad must finish their home-country and UAE Embassy steps first, so a same-day result is not possible for them.
Tell us your deadline when you contact us and we will say plainly which route fits. Our urgent attestation in Dubai page explains what can and cannot be rushed.
MOFA Attestation Near Me: Do You Need to Visit a MOFA Office?
Usually not. MOFA runs its attestation service online, 24 hours a day, 7 days a week, through the MOFA website and the UAE MOFA app, with UAE PASS sign-in. Digital attestation needs no visit at all, and paper documents are collected and returned through an approved courier provider. For help from MOFA itself, its toll-free number is 80044444.
If you would rather not handle the application yourself, we do it for you. Our office is at Aspin Commercial Tower on Sheikh Zayed Road, and we collect documents free of charge from all areas of Dubai, including Bur Dubai, Deira, Karama, Al Barsha, Business Bay, Downtown Dubai, Dubai Marina, JLT, Al Quoz and Dubai Investment Park, as well as from Sharjah, Ajman and Abu Dhabi. See attestation near me in Dubai for full coverage.
Why Use a MOFA Attestation Agent in Dubai?
You can apply to MOFA yourself, but the application is unforgiving. MOFA states that an application cannot be modified after it is submitted, and that incorrect or mismatched details lead to automatic rejection. The issuing authority, document type and destination country must all be right the first time.
A good MOFA attestation agent will:
- Check which route your document qualifies for before applying
- Complete any earlier steps, such as home-country attestation, UAE Embassy legalization or translation, in the correct order
- Group documents correctly, since MOFA allows up to five per application and all must use the same method
- Collect, track and return your documents, and keep you updated
- Give you a written quote before you commit
Attest Dubai has provided attestation and embassy legalization services for over 15 years. Ask any agent which steps your document needs, and be careful with offers that skip a step.
MOFA Attestation vs Embassy Attestation vs Apostille
- MOFA attestation: attestation by the UAE Ministry of Foreign Affairs, which confirms the signatures and seals on a document.
- Embassy attestation: legalization by an embassy or consulate. For foreign documents coming to the UAE this is the UAE mission abroad. For UAE documents going abroad it is the destination country’s mission in the UAE (see embassy attestation).
- Apostille: a single certificate used between Hague Convention member countries (see apostille services). The UAE is not a member, so for UAE use an apostille is one step in the chain, not a replacement for UAE Embassy and MOFA attestation.
Documents Required for MOFA Attestation
- The original document, not laminated, or for digital attestation an original digital PDF with a verification feature such as a QR code, barcode or reference number (scans and photos are not accepted for digital attestation)
- The document in Arabic or English, or with a legally certified translation (see translation services)
- Prior attestations completed, for example by the home-country authorities and the UAE Embassy for a document issued abroad
- A copy of your passport, and Emirates ID for UAE residents
- The country where the document will be used, because it cannot be changed after the application is submitted
MOFA allows up to five documents in one application, but they must all use the same attestation method, so digital and courier documents need separate applications. Incomplete applications are rejected automatically, which is why we check everything before submitting.

Frequently Asked Questions
What is MOFA attestation?
MOFA attestation is the attestation of a document by the UAE Ministry of Foreign Affairs. It confirms that the signatures and seals on the document are genuine, and it is usually the final step before a certificate can be used in the UAE.
How long does MOFA attestation take?
According to MOFA, digital attestation of UAE documents is completed within 2 hours during official working hours, attestation inside the UAE through a courier provider takes 1 to 3 business days, and applications from outside the UAE through a courier take up to 7 business days. Earlier steps, such as home-country and UAE Embassy attestation, add their own time.
Can I apply for MOFA attestation online?
Yes. MOFA accepts applications through its website and the UAE MOFA app, using UAE PASS to sign in. Digital attestation is only available for original digital documents with a verification feature. Paper documents are attested through an approved courier provider.
Is an apostille accepted in the UAE instead of MOFA attestation?
No. The UAE is not a member of the Hague Apostille Convention, so a document with only an apostille still needs UAE Embassy legalization and MOFA attestation before it can be used in the UAE.
How much does MOFA attestation cost?
MOFA does not publish a single fee. The total depends on the number of documents, the attestation option and whether the document is personal or commercial, and it is shown before payment. We give you a clear quote for your document, including any earlier steps, before you commit.
How can I check that a MOFA attestation is genuine?
MOFA attestations can be verified on MOFA’s official verification portal, verify.mofa.gov.ae. Only original attestations from the official departments are valid, so be careful with any offer that skips a step.
Where is the MOFA office in Dubai, and do I need to visit?
MOFA’s attestation service is online, available 24 hours a day through its website and the UAE MOFA app with UAE PASS. Digital attestation needs no visit, and paper documents move through an approved courier provider, so most people never need to go to a MOFA office. If you want us to handle it, we collect your documents free anywhere in Dubai.
Can I get same-day MOFA attestation in Dubai?
Yes, for eligible UAE-issued digital documents, which MOFA attests within 2 hours during official working hours. Paper documents take 1 to 3 business days for the MOFA step, and documents issued abroad need their earlier steps completed first.
Who can help with MOFA attestation near me in Dubai?
